He also decided to choose Muhammad Talaat Harb Pasha to travel to Europe to study the idea of ​​establishing the bank after conducting an adequate study on national banks and their method of work in European countries. When Muhammad Talaat Harb Pasha’s book was published after this, every Egyptian believed in the idea that He calls for it and its implementation, but the First World War, which was declared on August 4, 1914, led to the postponement of the idea of ​​the bank for more than 8 years, and the call to establish the bank came again after the 1919 revolution.
