I rate it five stars because it has to be a city hall of the oldest territory. Cairo is Egypts capital, and almost all starting places for a country is a capital. Also, almost all starting places for a capital is a city hall. Thanks, League Of Arab States, for starting off society.

The League of Arab Countries, the Great House of the Arabs and the institution that brings them together was established in 1945 to work for unification of Arabs and to develop joint work between them. Its headquarters were moved to Tunisia after Egypt signed the peace agreement with Israel in 1979, but it returned again to Egypt in 1989 and the goal of establishing 8 with this entity was to unite Arab states, protecting their interests and realizing the aspirations of their people for Arab unity, but this was not achieved to overcome the personal interests of each country over the nominal goal of unity.
