The General Postal Authority in Alexandria in 1912Postal employees during the beginning of their work in the distribution of mail in the city of Alexandria{Alexandria was the first postal institution established in EgyptFounded in 1865, Egypt Post is one of the oldest and most prestigious institutions in Egypt.The number of Egyptian post offices now is 3,724.Egypt was among the first administrations to engage in the global postal movement that began in Europe since the late nineteenth century and early last century.It is the only Arab and African country that organized the World Postal Congress in its tenth session in 1934.The emergence of the post in the modern era dates back to the year 1831 when some foreign countries, based on their privileges, established post offices in Egypt before Egypt organized its post and made it an princely interest.England established two offices, one in Alexandria and the other in Suez, and they were abolished in 1878In 1836, France established two offices, one in Alexandria and the other in Port Said, and they were abolished in 1931.As for the Austrian, Greek, Italian, and Russian offices, they were all established in Alexandria in the years 1838, 1859, 1866, and 1867, and they were all abolished in 1889, 1882, 1884, and 1875, respectively.As for the modern Egyptian postal institution, it began when an Italian in Alexandria named Carlo Merati established a postal administration on his behalf to export and receive letters exchanged with foreign countries.He was in charge of exporting and distributing letters for a moderate fee.He also transferred letters between Cairo and Alexandria from his office in the Consuls Square, which is now called Saint Catherines Square.After his death in 1842, he was succeeded by his nephew called Titokini, who felt the importance of the project and involved his friend Motsi with him and promoted the project until he established it on the strongest foundations and called it Posta Europea.This post occupied an important place and continued to transmit and distribute the correspondences of the government and individuals, and the public had great confidence in the European post.And when the first railway line between Alexandria and Kafr El-Eis (the last village in the lake before Al-Zayat escape) was opened in 1854, the company established post offices in Cairo, Al-Atef and Rashid..Then, in 1855, it established two offices in Damanhour and Kafr El-Zayat.When the railway extended to Kafr El-Zayat and Cairo via Tanta, Banha and Birkat El-Sabaa, the European Bosta Company seized this opportunity and used railways to transport mail between Cairo and Alexandria and vice versa under a contract for five years starting from January 1856. Al-Bahri because it stipulated a fine for the European Post Company to be signed on anyone caught red-handed by transmitting a message to an individual.Khedive Ismail felt the importance of the European post and bought it from “Motsi” after the death of his partner “Tito Kenny” and that was on October 29, 1864. This day is a historic day for the Egyptian Post and a postal holiday every year. At first, the Postal Authority was attached to the Ministry of Works, then transferred its affiliation to several ministries, and in December 1865 it was attached to the General Office of Finance.On September 28, 1867, it was placed under the supervision of the Chairman of the Board of Judgments and the Superintendent of Interior and Finance. On May 19, 1875, it was attached to the Ministry of Al-Haqqania and Trade, and on December 10, 1878, it was attached to the Ministry of Finance.The regulation for organizing postal work was issued with the approval of the Ministry of Finance on December 21, 1865, that the transmission of letters and the issuance of postage stamps would be a monopoly of the Egyptian government.In March 1867, a circular was issued to all post offices making “clothing for workers” compulsory, and each employee had two clothes, one for his daily work and the other for official ceremonies and ceremonies, and later modifications were made to it, including the type and model.In 1919, Law No. 7 was issued to establish the Ministry of Communications, which includes railways, telegraphs, telephones, the Postal Authority, and the Ports, Roads and Air Transport Authority.In 1931, a comprehensive law was issued dealing with all postal transportation fees. This year, the headquarters of the Postal Administration was moved from Alexandria to Cairo, and it settled in its current building in Ataba Square.In their early era, the offices, in addition to the postal business, sold salt and soda stamps which were abolished in 1899, pilgrims tickets, tickets for travel and ships, debt bonds, bond slips and stamp papers, as well as telegraph and telephone works for a fee paid for the interest of telephones.Source: Alexandrias stories, Mr. Said Mohamed
