Abu Qaramit village is one of the villages of the Senbelawin Center in the Dakahlia Governorate in the Arab Republic of Egypt. According to 2006 statistics, the total population of Abu Qarmit was 8,486, including 4,286 men and 4,200 women.Workers in local administration unitsThe employees of the local administration units are divided into two categories:The employees of the ministries in the capital, and these exercise the functions and powers of the central government in the regions, and the principle of them is that they follow their ministers.Local councils employees who follow the local units in which they work, and the governor is the highest administrative head of them, and they are called local employees.With the state’s general policy tending to pay attention to developing the local administration system and the ability of localities to develop, local development witnessed several important developments in the mid-1990s, the most important of which are the following:First: Adopting national development programs, in which the efforts of all relevant ministries are combined, allocating a huge amount of public investments to them and approving them in the five-year development plan. Examples of these programs are the National Integrated Rural Development Program, the Upper Egypt Development Program and the Informal Settlements Development Program.Second: Taking into account the special status of some areas, in order to provide them with a legal and administrative framework that allows for their faster development, including the issuance of the new urban communities law to attract capital and investments, so important new cities emerged such as the tenth of Ramadan, the sixth of October, Sadat, Salhiya, and the new Burj Al Arab. And others.Third: Work to develop criteria for selecting administrative leaders in the government apparatus and local administration units, so that it is based on efficiency and organizational capabilities and not merely promotion by absolute seniority, which is embodied by the Leadership Law No. 5 of 1991
